Bus
Being probably the cheapest option available, you can easily find buses that run regularly between Colombo to Batticaloa or Trincomalee. Once you reach any of these two major destinations you will have to take another bus which will directly take you to the resort town.
Taxi
Taxis are quite common in Sri Lanka and you can easily find one to reach Pasikuda from any part of the country.
